Challenge
To fulfill a national government
program to provide rural communities across
Peru with toll-quality telephony and, at some
sites, high-speed Internet access.
Solution
In a series of contracts under the country's
National Program for Rural Telecommunications
Projects, Fondo de Inversion en Telecommunications
del Peru (FITEL), met the challenge with the
largest known deployment of fixed satellite
telephony in Peru - a public call office network,
serving some 6,000 communities, and providing
rural satellite telephony service to 20% of
Peru’s population. The comprehensive

Peru, like many countries worldwide,
is working to meet a distinctly modern
challenge: ensuring access to reliable,
affordable communications for citizens
in all areas - however remote. Peru's
telecommunications authorities charged
with meeting this challenge also wanted
to connect citizens in rural areas to
the Internet. |

Under the country's National
Program for Rural Telecommunications Projects
(FITEL), the government issued a series
of tenders for a sweeping telephony network
that would provide approximately 6,000 Peruvian
communities in outlying areas with high-quality
telephony and, in some areas, with high-speed
Internet access. Telerep, one of Peru's
leading providers of integrated telecommunications
solutions, won the initial concession and
turned to DialSat to develop a satellite-based
network. later won an additional three FITEL
tenders as the project continued to expand.
FITEL leadership understood that to cost-effectively
deploy such a large network across remote
areas would require satellite technology.
Satellite-based networks are the only telephony

independent of communications infrastructure,

Challenge
To develop a new telecommunication infrastructure
for the air traffic control system in
Mongolia - over a million square miles
of mostly harsh terrain with limited communications
and electricity infrastructure, and temperatures
ranging from -40°C to +40°C
Solution
DialSat technology answered the challenge
by linking Mongolia's 22 airports and
relay stations with a cost-effective,
solar-powered VSAT network that's completely
independent of terrestrial infrastructure.
The system enables Mongolia's Civil Aviation
Authority to: |

planes traveling in the vast Mongolian airspace,
and the central control tower at Mongolia's

Meets Challenge with For air traffic
controllers and the millions of
flyers whose lives depend on them,
reliable communication is synonymous
with safety. For a newly developing
country like Mongolia - with a vast
land mass of over a million square
miles, much of it harsh desert and
mountainous regions with little
infrastructure - developing a truly
reliable air traffic control network
presented a formidable challenge
indeed. |
The
Civil Aviation Authority of Mongolia (CAAM)
needed a cost-effective solution that
would enable them to respond quickly to
growing demand for service at the country's
international airport in the capital.
The
solution would need to take into account
not only harsh, sparsely populated terrain
but also scarce electricity sources in
outlying areas, limited transportation
infrastructure and extreme weather conditions:
temperatures in Mongolia range from -40°C
to +40°C. How could they meet all
of their needs? The answer was clear:
with satellite technology. CAAM chose
DialSat technology for a satellite-based
VSAT (Very Small Aperture Terminal) network
that would enable quality, reliable communication
among vastly dispersed domestic control
towers as well as between pilots and airports
Highly cost-effective, the DialSat VSAT

of existing infrastructure, saving CAAM
the significant time and expense of terrestrial
development. Independence from infrastructure
also enables Mongolia to outfit even the

Mongolian Air Traffic Control VSAT Network
Top Reliability Across Harsh TerrainIn
the CAAM network, a central DialSat technology
based hub in the capital connects to solar-powered
remote VSATs at domestic airports around
the country. Each remote VSAT consists
of an out door satellite dish and RF equipment,
and an IDU (In Door Unit), that seamlessly
integrates with a VHF radio base station
to relay VHF transmission over the satellite
to the control towers, maintaining high
voice quality and effective data transfer.
From the main control tower in Ulaanbaatar,
across the entire Mongolia airspace, the
DialSat technology based network enables
the air traffic controllers, to talk with
any pilot crossing the Mongolian airspace.
Air traffic controllers communicate with
each other using a private and independent
VSAT telephone network. Pilots communicate
with air traffic controllers using VHF
where the DialSat technology based VSATs
are used to interface with radar equipment
to convert HF, VHF and UHF and relay voice
between planes and control towers. The
air traffic control network also includes
a remote monitoring system that enables
the central control center to accurately
identify and address potential problems
in real time. Additional remote monitoring
equipment strategically placed around
the country, monitors meteorological and
other data and reports regularly to the
central control tower. The network is
designed for easy expansion, so the Civil
Aviation Authority can include additional
airports in the system with minimal time
and expense. |

Deploys Advanced 1,800-Site VSAT Communications
Network for Financial Services
Single Platform for Wide Range of Interactive
Data and Video Applications
For financial service organizations, the need
for up-to-the-minute information gives new meaning
to the term "mission-critical."
That's why when
GIS, one of Germany's largest financial services
companies, was looking for a better, more efficient
means of connecting 1,800 cooperative banks
with world stock exchanges and financial institutions,
they turned to.
GIS (Genossenschaftlicher
Information's Service GIS GmbH) had a complex
set of application requirements that included
both data and video, and needed a system that
would both be optimized for the Internet and
that would provide single-platform support for
both Token Ring/Ethernet and business television.
DialSat met the
challenge with GIS to deploy Internet Protocol
( )-based interactive data and video applications,
including transmission of detailed financial
information on publicly traded companies and
broadcasting of Business TV content to its remote
sites.

Reliability and Performance Across the Enterprise,
Across Europe the new VSAT network will enable
GIS to distribute information from the major
stock exchanges around the world to the entire
cooperative bank group, primarily its 1,800
regional banks in Germany (with a total of 17,000
outlets in Germany) plus banks in Luxembourg,
United Kingdom, Austria and Switzerland.
DialSat's proprietary
interactive TCP/ capabilities enable financial
services professionals to access a central database
with detailed information on most of the world's
public companies. As a result, they can instantly
provide their customers with detailed company
information such as annual reports, stock earnings,
quarterly reports and more.
With the VSAT
network, the stock exchange data stream - with
pre-selected information - is stored and processed
at a remote server. Each request for stock information,
therefore, is handled remotely and is not transferred
to main host.
Additional data
can be requested on demand, based on the integrated
return channel. That means substantial bandwidth
savings and increased application performance.
A sophisticated
Business TV application is being used to distribute
the latest company information by video. Content
includes corporate updates, new product introduction
and marketing programs from the banking sector,
insurance division and building and loan association.
Future applications
may include more interactive TCP/ applications
as well as kiosk terminals to Points of Sale
and Points of Information.
Rapid
Deployment and Full Service
Europe Provides GIS with Total Solution Network
implementation began in March 2001, and by the
end of May 2001 more than 1,000 sites had already
been deployed. The remaining network is forecast
for completion in the third quarter of the year.
This represents a fraction of the time usually
required to roll out a terrestrial network with
similar capabilities. Europe's VSAT network
solution for GIS includes turnkey installation
of all VSAT remote site equipment, as well as
comprehensive network operations and field maintenance.

throughout its potential for 33,000 small
associate offices. (not a small task at
all, as this is a network three times
larger than any VSAT network in existence!)

of its smaller offices to its terrestrial
Frame Relay network, giving these locations
— and the local residents who depend
on them — access to the same products
and services available in large metropolitan

Results
The installed VSAT network provides the USPS
with reliable connectivity throughout its related
sites. Its satellite network has also been chosen

locations with access to emerging applications,

Finally, the USPS is using VSAT
technology as a more reliable and efficient
replacement for the ISDN Frame Relay backup
solution it previously used at 7,000 of its
large associate offices.
The Attacks of September
11
VSAT technology - A Recovery Control System
Using VSATs as a backup for terrestrial systems
is a proven and reliable solution. Nowhere was
this truer than the September 11 attack in New
York. As a result of the attack on the World
Trade Center, the frame relay network of USPS’s
New York branches became ineffective. Yet, once
the USPS pointed its VSAT system in Virginia
towards New York, the states’ post offices
were back on-line in no time. When frame relay
went down, a satellite connection took over.

dispersed islands of French Polynesia,
at a distance of hundreds of miles away
from one another and scattered in a maritime
area over 4,000,000 square kilometers.
Solution

receive reliable a reliable means of communicating,
via telephone and, in many cases, Internet
access. The DialSat VSAT provides OPT

Via a hub in Papeete with traffic terminals
connecting the VSAT network to the terrestrial
PSTN/Internet infrastructure in Tahiti, VSAT
subscribers are able to communicate directly
with terrestrial subscribers for incoming and
outgoing telephone calls, as well as connecting
remote islands to the Internet backbone.
At each of the
remote islands connected to the VSAT network,
a DialSat VSAT terminal is installed to support
voice, fax and high rate data transmission between
the remote locations and the hub, and, optionally,
directly between the remote locations.

Telephony

Serving French Polynesia with DialSat’s

Up until only recently, OPT served surrounding
islands with transmission systems based primarily
on radio technology. Yet, the need for a more
reliable communications solution, the challenge
of high operation and maintenance costs and
the desire to unify the diverse requirements
into one centrally controlled technology led
OPT to seek another alternative. This alternative
was a VSAT network solution.
In the future,
OPT can fully utilize the modularity inherent
in the VSAT network to increase the level of
subscribers as traffic requirement grows and
deployment deepens into additional islands without
connectivity.
